MANAGER, UTILITY BILLING AND CUSTOMER SERIVCE - Monday, March 08, 2010

 

Highly responsible administrative management position directing activities of utility billing and customer service area for natural gas company.  Includes overall operations and management of the automated utility billing/management information system, connection and disconnection of utility services and supervision of customer service and billing employees.  Incumbent is expected to exercise considerable independent judgment and initiative in the performance of work tasks.  Requires possession of a Bachelor’s Degree in business or public administration, accounting, finance, information systems or a related area and four years of professional experience including utility billing, utility collection or utility customer service, or an equivalent combination of training and experience.  Two years of required experience must have been in a supervisory capacity.  Deadline to apply 3/24/2010.

JOB SUMMARY: Responsible to the Operations Manager for dispatching of the workload in an efficient manner and to maintain, distribute and account for warehouse inventory and in addition perform other such duties that include but are not limited to the following:
 
DUTIES AND RESPONSIBILITIES:
 
People Related
·         Promoting good customer and public relations.
·         Responding to and resolving customer complaints.
·         Recommending hiring, promoting, demoting, discipline, and discharge of assigned personnel.
·         Promoting good bargaining unit/labor relations.
 
Service Related
·         Assisting in the preparation and control of the division’s O&M and Capital budgets.
·         Reviewing and approving records and reports as required.
·         Conducting and/or scheduling safety and training sessions.
·         Training and instructing personnel on Company policies, procedures, standards, safety rules and in the performance of job duties.
·         Supervising, directing and monitoring daily workload and personnel.
 
Performance Related
·         Performing personnel evaluations.
·         Maintaining radio contact, log and file and coordinating the workforce to expedite the workload.
·         Verifying compliance with Federal, State and Local codes and regulations.
·         Inputting information in the ORCOM CIS system as required.
·         Rotating on a regular basis as “on-call” supervisor after regular scheduled hours.
·         Completing all reports as required.
·         Completing special assignments and performing other duties as required.
·         Performing work assignments in accordance with governmental agencies regulations and Company procedures, policies and standards.
·         Completion and verification of work related forms such as time/transportation reports, stock slips, retirement sheets, meter orders, etc. for self and personnel accountable to this position.
·         Maintaining adequate repair parts and truck inventory including ordering non inventory parts and warranty parts and warranty claim forms as required.
·         Insure residential random meter sampling program is completed in the required timeframe including assigned commercial periodic testing program.

EDUCATION:       High School Diploma
 
EXPERIENCE:         
 
·         Knowledge and experience in natural and propane appliance repair/installation including gas meter, regulator and fuel line sizing, and venting.
·         Demonstrate significant knowledge of gas distribution system repairs, maintenance, and safe work practices.
·         Demonstrate significant knowledge of the most current adopted editions of the Florida Fuel Gas Codes, NFPA 58 LP Gas codes, and the NFPA 54 LP Gas Codes.
·         Must have working knowledge or capable of developing a working knowledge of personal computers and computer software such as Word, Excel, Utility mapping System, etc.
·         Must have a working knowledge or capable of developing a working knowledge of all mainframe computer applications used by FPUC.

Basic Function:
Performs financial and regulatory analysis for Florida City Gas (FCG) to meet the information needs of internal and external customers. Prepares regulatory reporting and filings consistent with the regulatory requirements of the Florida Public Service Commission. Primary function will be to prepare regulatory financial reports and analysis for inclusion in regulatory proceedings, routine regulatory filings, manage the Energy Conservation and PGA audits and process ECP rebates.

Representative Duties and Responsibilities:
• Prepare regulatory financial and operational reports required by state regulatory commissions. Develops an understanding of accounting, income and other taxes and financial information of regulated affiliates and applies those concepts to meet the reporting requirements designated by the regulatory commission.
• Performs financial analysis to support rate case initiatives in Florida.
• Performs financial analysis supporting budgets and forecasts and ad hoc reporting for internal and external clients.
• Performs financial analysis in a regulatory context. Analysis includes financial ratio analysis, net present value of cash flow analysis, capital structure and cost of capital analysis.
• Prepares financial and operational data request responses for the various regulatory jurisdictions, performs financial analysis to support facts; prepares written responses to interpret financial data or operational impacts; coordinates and reviews data request responses prepared by others for completeness and accuracy.
• Provides regulatory information to management and internal departments regarding orders from the Florida Public Service Commission.
• Builds working relationships with the state regulatory staffs through formal and informal interactions.
• Presents financial analysis, reports, regulatory data request responses to internal audiences including other functional areas and management. The primary external audience is the state regulatory commission.
• Prepares & reviews reports and analyzes data on Energy Conversation Program.
• Approves ECP rebates.
• Manages PSC audits and acts as the point person for all requests resulting from audits.
• Oversees deferred piping and conversion programs and prepares monthly analysis to determine effectiveness of program.

Position Requirements
Education and Experience:
Required
• BA/BS  Degree in Business, Economics, Accounting or Finance (or comparable degree)
• 5-7  years of natural gas experience in financial, rates and regulatory, supply/capacity, pipeline, distribution, or asset management and development
• Proven track record of leadership and project management, obtaining results
• Experience working with senior executives on an individual and team basis

Preferred
• Demonstrated experience using a budgeting forecasting tool (e.g. Comshare)

Or
Equivalent academic education and experience
